The legislation extending the definition of obscenity beyond sex was Bill C-51, An Act to Amend the Criminal Code, the Canada Evidence Act, and the Parole Act - introduced for first reading by former Liberal justice minister Mark MacGuigan on May 1, 1978. He later introduced a bill with a similar provision, Bill C-19, An Act to Amend the Criminal Code (February 7, 1984). The first pornography bill from the Mulroney Conservative government was Bill C-114, An Act to Amend the Criminal Code and the Customs Tariff - introduced for first reading on June 10, 1986, by then justice minister John Crosbie. The successor pornography bill was Bill C-54, An Act to Amend the Criminal Code and other Acts in consequence thereof, introduced for first reading on May 5, 1987, by then Justice Minister Ray Hnatyshyn.
