the Canadian Radio and
Telecommunications Commission
The CRTC bans music or reading with foul language or obscene
descriptions. Until recently this is not limited to broadcast, but technically
to all telecommunications including private telephone
conversations. When a complaint is made about an
offense the CRTC may do nothing, prosecute, or take the license
from any offending broadcaster. They usually do nothing, but the
ruling with its severe punishment which can shut any broadcaster
down is an important tool of intimidation. The Canadian Broadcasting Corporation
(a crown corporation) in particular has taken a strong stance
against censorship, and defies CRTC rules regularly.
